RESEARCH, MONITORING AND EVALUATION
Research, Monitoring and Evaluation play a critical role throughout the life of a project. It provides essential information and feedback for effective and responsive project management.
Developing and revising indicators, based on objectives of each of the other components, developing instruments for data collecting, data storage, analysis and reporting are the activities performed in this section of the project.
Furthermore, American Institute for Research through SEA Research, Monitoring and Evaluation Team is responsible for conducting baseline study for USAID Strategic Objective 3.4.

- Research – developing studies on different subjects interesting for the implementing partners (AIR, USAID, Ministry of Education and Science of Republic of Macedonia). This field will provide information and analysis on several issues important for developing educational system in Macedonia.
Research is used to answer the question “What is the actual situation and what changes are needed in the education system?”.
Research process consists of several stages:

Monitoring – process of permanent checking activities and performances during project implementation, which offers feedback information for improvement and developing of project activities. Monitoring answers the question “How well the activities are being implemented?”.
Each project consists of stages connected in results chain. One stage is affected by previous stages and could affected incoming ones Monitoring provides insight in each stage offering project management an opportunity to improve project performances and to achieve higher results

Evaluation – assessment of outcomes that were achieved as a result of project implementation. Measures changes and differences between initial and final stage of the project. Evaluation gives answer to the question “How successful was the project?”.
Evaluation process is being implemented in annual cycles as show in following scheme:

Data collected from schools and other sources are entered into database and processed for use by project staff and other interested parties.

- TDC One day workshop - 14-16 November 2007
- Focus groups research - December, 2007
- One day workshops 9-11 April 2008
